I don't know about availability of bikes in your area. You get stuff we don't. Asking about the 'best bike' is kind of near impossible without more details.
I do recommend several bikes on a regular basis:
Cruiser: Suzuki S40. Pretty much the same size, wieght and cost as a Honda Rebel or Suzuki GZ250 but with a far more capable 650 cc engine. This bike handles and drives quite well.
Sport bike: Suzuki SV650
Dual Sports: This is REALLY hard to answer. Depends on your riding habits. Is it 90% road/10%dirt or vice versa??

Frist things frist, Get some training, I learned the hard way. Get a good helmet and gear, it is better to look dunb then to be dumb. Make sure(if you are going to buy used) the bike is in good shape before you ride it.

Do you have to get a provisional license for a motorbike, like you have to for a car?
Or can you go straight for the full license?

Yeah you have to get provisional first, that lets you ride on the road ona 125, otherwise the instructors couldnt take you out for lessons. Then you do the full test and your restricted to 33bhp
