sunshine229, you can't have forgotten already? as soon as you get your learners permit for a cage, you can ride the under 50cc scooters here in Alberta...which means at 14yo you can get a helmet and a scooter, insurance and your off...no training, no awareness of protective clothing, no emergency training...nothing...I'm surprised that you don't hear of more kids killed on them...some of the under 50cc scoots get over 65kph, and I don't care what you are riding...that's fast enough to leave quite a mark!!
But legislation is a slippery slope...where do you stop...if you use speed as a guide, do you include pedal bikes? A friend of mine was riding his bicycle down in California and got pulled over for speeding...and some of the kids around here on the "long boards" skate boards I'm sure are hitting the same types of speeds on the steeper hills...
My daughter is quite excited about being able to ride a scooter instead of having to pedal...but you know she will get the safety talk and the basic rider training from dear ol' dad...(the BRC won't accept anyone that doesn't hold a drivers license...so 16 minimum)

In New York State the scooter must be capable of 28 mph or less for you to ride with a cage license.

YES training should be mandatory.
The arguement that some bicycles go faster is not relevant as 2 wrongs don't make a right.
If a vehicle requires legal safety checks & has to pay some sort of national/state licence tax, then surely it is only reasonable the the driver/rider of said vehicle should also be "checked"?
How could compulsory training possibly harm motorcycling? If anyone is put off riding because of it then they really shouldn't be on the road anyway.

I'm iffy about required training. I don't think anyone on this forum would disagree that training is an excellent idea, but there could be all sorts of logistical reasons why someone wouldn't have reasonable access to professional training. However, I do think anyone operating a two-wheeled motorized vehicle on a public road (except for maybe a moped) should have a motorcycle license.
