I used to see boats like this all the time (I think we might have a bigger, slower one around here somewhere), and yes, they can hit those speeds and accelerations in the water. However, they do need some sort of foil to keep them in the water (maybe this is what you mean?).

As mentioned above, race boats do come out of the water too often. However, these boats are not simply boats. When a race boat comes out of the water, wind resistance forces it to flip. These were designed specifically to be a boat that could fly. They are powered by an airplane propeller in the front (as opposed to a submerged one in the rear), and have some sort of airplane controls, or else they couldn't keep level in the air.

I'd like to see a working model in quarter scale instead of 1/12 (I think).
