+1 what jstarkywarky said. It probably needs a cleaning but it only takes a second to play with the idle speed adjuster.

Do I need a special gauge or something to check the idle speed? The rebel doesn't have a tach so I'm unsure how to check it without additional instruments.

Get the bike warmed up, adjust the idle speed knob and turn off the choke and see if she sputters and dies. Before the engine dies give it some gas to keep her going and play with the knob increasing the idle and see if that does the trick. A tach isn't really needed for this if you are familiar with how the bike feels in a normal idle.

Also, running a can of SeaFoam can help clean out the jets, valves and other engine parts pretty well. Just pour it into the gas tank and let it run through the system. If that doesn't work then you would need to take the carbs apart and soak the jets/ passages in some kind of cleaner (SeaFoam works in this aspect too).*

*my problems with the GPz 750 should be expunged from the record... at least this method worked on my Vulcan 500
