Good news all around. I was checking plugs inside the headlight. Apparently I jiggled the ignition switch harness just the right way. Everything sprung into life. There was a corroded blade on one of the primary wires inside the plug which was broken.. After inspection and cleaning, I decided to replace the whole switch and harness just to avoid future issues.
I ordered replacement for the headlight shell that is cracked. Now on to de rusting and clean up.
I would like some comments on tires if you don't mind.

I've had good luck with Bridgestone S11 Spitfire's although I put a set of Shinko's on the last Ninja 250 I had.

Hi Thomas. 2 comments as you asked.

Google "fluid film" it will be self explanatory.

Tyres, wow, that would be my first area of consideration. Modern tyre construction is so far advanced now compared to 30 years ago. Ditch them, get your self something decent. there are many makes to choose from now that are not expensive and that will be far better thean what you have on now.

I am on board with replacing the tires.
Fluid Film sounds like good stuff. Will it work to remove existent rust?
Switch and harness should arrive tomorrow.

Yes it will, great stuff to work with and if you give those terminals a wipe with the stuff, you will get many more years out of them. Never thought to suggest that the ignition terminals would be in the headlight, they were often put there on the older bikes.

Tyres as my suggestion, there are a load of Korean and Taiwanese makes out there now, depending on your area and availability. These are usually really good and far less expensive than your more well known makes.

I have the Kenda race tyres on my 250 Grand little, very decent tyre

I have a chance to pick up an 81 Honda cx 500, basket case. No frame, motor won't run. I wondering if things like tires, fenders handlebars and things like that may be worth a 75 dollar investment to help my CM 400.
What do you think? Will any of this be interchangeable?

You were right about the parts matching. Almost none of it can be used. But I can always sell the stuff I bought on Ebay.
