Run away from that deal. The SV-650 frame isn't easily repaired, and it sounds like this bike has taken a beating overall. The SV-650 is sold as an entry level sport bike. Look for the ads where the helmet and jacket are included. This means the seller is running away from the whole 'bike thing'. You should be able to get a 2001 for less than it would cost to fix up this POS, no damage and good maintenance, low miles.
