My observation says the best option available for women, as long as they don't hate Harley, is Softail Slim (with a 23.5 inch seat height) Touring models are great and will most probably not be lower enough for women height in general (except a few high-height women).

Seat height isn't thie only consdieration. Its the weight and balance. And seat geometry. I personally don't like straight up vertical or leaned back riding position of any cruiser. It's hard on my back after a couple hours. A slight forward tilt works well for me. Not enough to lean on my hands. Flat footing is over-rated. Softail slim is definitely a good choice. I actually like the Softail standard for it's mid-mount foot control compair to Softail slim footboard. The Standard is taller though.
