Actually a good 4WD quad with decent tires should be able to take a muddy slope of / this angle.
I would think that a KLR would be one of the easier bikes to find an AK. In a place like that it would be hard to imagine dual sports not being popular.
I second the recommendation on the KLR, cheap to buy, simple to fix, hard to break, will go just about anywhere, and a huge aftermarket. Plus dual sports are better in the twisties than you think, and the bikes simplicity means your less likely to have to try to find parts in your part of AK. With lights, turn signals, mirrors, and plates/insurance the cops cant touch you on street legality, and yes the KLR is fully street legal.
