Go to a bike store, and try on the jackets there. Find one that fits you well, if they have the color you want for a decent price then buy it. If they don't check online.
Measuring yourself is a BAD way to see if you'll fit in a jacket, because for example, where your elbows are is different from the rest of the world, and just because your arm is the right length doesn't mean that the jacket will match up with your body.
Go try them on.

It's 2 weeks wasted if you get the wrong size. The nearest bike store to me that sells decent gear is 30-45 minutes through bad traffic that's not a really good excuse. Go out and try them on. What happens if you ge the jacket and it doesn't fit well? Then you wasted 7-14 days for it to show up, plus 7-14 days to send it back and another 7-14 days for the next one to show up.
With safety gear you want to make doubly sure that it fits and WELL, because otherwise you're compromising the integrity of it's ability to protect you.
