Maybe I'm misunderstanding what you guys are saying about fishtailing. Isn't this where the "O Ring" end slides back & forth... or worse yet lowsides?

Maybe a lot could depend on your brake set up and your riding style too. My BMW has intergrated, servo assisted, abs brakes on the front only. (No I am not bragging just stating a fact) It makes sense for me to have a finger or two on this all the time.

I cover my front brake with 2 fingers during all city driving, I have the CRG click a levers so it is easy for me to adjust and bring it close to the throttle for easy coverage

Really I tend to think it depends on the bike setup. However with the new bikes I tend to agree that it is probably a bad habit to constantly cover the front brake. Typically I'll keep the rear brake covered and leave the front alone. Unless I am near an intersection or in a spot where there is crosstraffic from sideroads or something. The front bakes on most new bikes are very responsive and usually very tight.
I have locked up brakes once or twice and haven't found to much loss of control. Probably because when I start to feel like I am skidding I start easing off.

There's a
front brake too?
I dont hover over it unless I feel I may need to stop quickly in the situation. Last thing I need is to have a spasm and grab that front brake with all my might for some reason

Like most of the responses, I only cover it when I'm crossing an intersection that has me nervous or if I see something happening up ahead, but by that time throttle control/engine breaking already kicked in.
Loonette said it best, who the hell holds a foot over a car break pedal all the time?
