I saw plenty of modulators before I ever rode... and I never mistook them for someone giving a "go ahead"... I don't think it is a problem.

im afraid of modulators for the same reason. i dont want peeps thinking im letting them go when really im just cruising along enjoying the scenery.

There's no way that the flashing modulator can be mistaken for the go-ahead. It flashes 4 times a second, continuously. The fact that it's flashing even when you're 1/4 mile up the road adds to this.

If anything, they'll mistake you for a LEO. On my RT (blinged out with green retroreflective stickers everywhere), if I wear my white helmet and my black textile suit, people actually react as if I'm a cop! It's awesome. I'll be flying down the freeway, going, well, a bit fast shall we say, and I'll come up behind another vehicle exceeding the posted. They see the white helmet and modulator, and the next thing you know, they're in the far right, out of your way, going the speed limit. I've even had a couple of people PULL OVER, and I just laugh as I pass them by. :laughing:

I think I'll paint the bike white, next...
