i have an 883 sportster, and find it easy to handle at low speeds. it's the first bike ive ridden too. i would recommend for a beginner with money to spare.

The dirt bikes and the crotch rocket bikes with the Yoshimura engines have the highest HP to CC ratio, for example the Suzuki DRZ400, 400cc is rated at 48HP, the Kal KLX250 is rated at 32 HP, and the Yamaha FZ1 is 110HP.

look at the Kawasaki Mean Streak, its a big engine, 1600cc's but its only rated at 63.7 hp @ 5750 rpm, the Yamaha FZ1 thats only 600 cc's is rated at 92.8 hp.

You are leaving out torque. Most cruisers sacrifice hp for torque.

Meanie has 92.2 ft. lbs @ 2500 rpm

R6 has 41.9 ftlb @ 9600 rpm

They make a tradeoff for lower cruising RPMs and the ability to pull weight easier, and they give up top end speed.
