The black one is a tank vent. Basically it lets air in while you take fuel out so it doesn't create a vacuum lock and starve the bike.
The clear one is probably an overflow off the carb, or an air vent off the same. Just leave them routed where they are and don't worry about em to much. They're meant to be there.

But the only reason I get up out of my arse and go riding is because I want to go riding. But sometimes while I am riding and I pass someone my age, a big crowd of people, or go past my school, I shift down one gear so that I can rev extra high. (now remember I only do this on about 2 out of 10 rides I go on so no, Im not motof150)
