I would inform the Security desk at the venue and make sure they enter it into the Security log.

Also, standing the machine up and then walking away sets the scooter up for yet another kick-over, inflicting further damage. This world is full of dumb-azz people.

The only contemplating I would do is trying to determine if I should leave a name and number for the rider to contact me so I can tell him what happened. It could turn into and accusation or suspicion that I did it. The only reason I'd hate to leave a bike down is mostly due to the gas which may spill out.

Leaving a note gives the owner the proper information - I would never rely on "security" personnel to manage a situation 100% in best fashion. I would not leave my info, since I was not involved in damaging the vehicle. I would just write, "saw your ride on its side - gave it a lift - don't know how it fell".

Yep, definitely pick it up and leave a note in an obvious place. I would also add to the note to make sure they check for damages. The note would be weird to find in the first place, so they might be a little "out of sorts" on that and forget to do so.
I'd pick it up and leave a note. If it has a carb, chances are pretty good that there will be gas leaking out the overflow.
I wouldn't be too worried about the owner accusing me of tipping it. In real life, if I had tipped it, I wouldn't have left a note.
Brackstone : In your fiance's case, she actually witnessed what happened and identified somone. In the case of a note. No cop or DA in the world would try to make a criminal case out of it. Even if the owner tried to sue in small claims (real long shot), it would only take about 1 min. before a judge tossed it.
Judge : Did you see the defendant tip your scooter?
Doofus : No.
Judge : Did anyone see the defendant tip your scooter?
Doofus : No.
Judge : Did the defendant say he tipped your scooter?
Doofus : No.
Judge : Case closed.
