I have no idea the pic is blurred intentionally. Had this been the US, the cars are so small it would have to be modern times and not the 60s when cars were gargantuan. However, even in the 60s, England had some small cars.
Speaking of the blurred background, technique like that along with the very clear foreground, and the frizzy hairstyle, I'm going to have to concur with you that this pic was taken in modern times.

I thought the pic was fairly modern/ recent. The car in the background, though blurred, does look quite sleek making me think it's more modern time frame.

I have seen this photo before on badweb I think it is driving me nuts . It is modern and the car looks like a VW Burro or perhaps a Ford focus or whatever the euro eq is. The pic may be australian though I can not get on badweb to check it there server is down DAMN DAMN DAMN
