Personally, I wouldn't buy any bike that didn't have a tach, especially if the bike has multiple cylinders and carburetors. Ever try to synchronize carbs without being able to set your rpm's at a specific point?

How about setting your idle speed?

I ride a KLR650, and even though it is a single cylinder, it has a tach on it which is very nice, especially considering that it doesn't have a rev limiter of any kind. I've gotten to know what my rpm's are at certain speeds for the different gears, so if my speedo cable breaks, I can still run within the speed limit by being in the right gear and watching my tach.

no they would be stock, thats the vulcan mean streak which happens to come with a tach from the factory.
