I think the key to maximum stopping power is practice. As a newb, I had my share of accidental rear wheel lock-ups. In a true emergency, your first instinct is to brake fast and hard. A bit of practice can show you how much pressure is required on both brakes to obtain maximum performance. When you're doing it just right, both the front and rear tires will be "complaining", but still rolling.
