I've decided that the worst drivers are everywhere.

What are "closing papers?"

ive only heard the term used when I closed on my house. No other time have I heard of this term being used.

I think he's talking about the release form. Usually the insurance company will offer a lump sum money to the victim and have them sign saying they will release the insured and the insurance company from any more responsibilities or to waive any future right to sue them.

Yeah- that. My lawyer turned my original payout into something about 10 times as big. I loved that guy.
