I think some nice expensive fines from the HOA might get the point across to the parents. Without getting police and lawyers involved.

BTW the two way radio idea sounds like fun. Just buy a pair of the cheap FRS radios and hide one on your bike and give em a nice scare next time they try to mess with your bike.
