First off, many of the larger bases run some kind of MSF program - some are free, some cost a few bucks. Even if the base doesn't run a program, the states run programs, and if you are in the military, you'll be able to get a discount.
They can't expect you to take the course if they don't make it available to you. Most bases also require you to wear reflective gear on top of your regular riding gear. (Something like a reflective safety vest.) Icon makes the nicest one on the market right now -

insurance - you have to call around. Once you get into the military, you will have the option of using USAA for your banking and insurance needs. IMO USAA provides the best insurance value, plus you can do all your banking thru them as well. This is good for a few reasons - chief among them is that wherever the Military may send you, USAA will be able to cover you (Unlike most insurance companies who don't cover you overseas)
If you want the best rate, you have to get an older bike. For example, my 800cc BMW (1991) only costs $250 per YEAR. I also have a 1982 Yamaha 650 that costs $175 per YEAR. These rates will drop once I hit 30 - And I also have speeding tickets on the record, so these rates are higher than normal.
