It's mph, notice the road was empty. In Florida in the summer, it rains just about every day, but a rain storm may only be a couple of hundred feet long. Riding faster may keep you from getting as wet. I do know that riding slow (under 45) will get you very wet. I had just ridden 21 miles through the swamp where there is no place to stop for shelter and had about 5 miles to go to the next possible place to stop.
