So my friend and I were cruising about town today and we went to the beach where while crusing in the parking lot he pulled a couple wheelies and did generally nuts stuff, while I was trailing behind him probably going too fast but not doing anything whacky.
Anyway, no law enforcement was around.
Can they do anything at this point even if someone reports?

Not unless they have a security camera that caught him doing it.
But it's still not a good idea. The cops seem to come out of no where around here.

If the officer didn't see it, nothing will happen.
If they do see it they'll ticket you both.
I have a friend who was riding a motor scooter years ago. Pulled up to a light, and someone he'd never seen on motorcycle pulled up next to him. The light changed and the motorcycle took off like a bat... wheelie and everything.... so a cop pulls the motorcycle over... then, as my friend gets there, the cop signals for my friend to pull over... and wrote my friend a ticket for drag racing! The pig didn't care that it was a 49cc scooter, nor that the two had never met, nor that my friend hadn't broken any laws... they started from the same stop light, and one broke the law, so both were breaking the law.

I do hope your friend appealed that ticket cause that's plain bullshit.

Depends on whether or not the parking lot is public or private property. If private, they can't ticket anyone.

You have a good point. I was thinking California...but it probably depends on the state. In CA private property can be public. E.g. a business parking lot accessible to customers with an ungated driveway leading to a public street is "public" even though it is private property. Cops can (and will) write tickets for reckless driving (and other offences) in such a parking lot.
This has other implications, e.g. petition signature collectors, charity beggars, and others can set up in such a parking lot and cannot be driven out by the business. I'm pretty sure other states take a different view of that.
Other parking lots are not public spaces though....

Wow, that's amazing. I'd say it's markedly different from the laws in other states. I guess I know now why my CA friends refer to it as the "Peoples Republic of Kalifornia"

So did he appeal the ticket? Cause I would be ripshit if that happened to me.
