What does a headlight modulator do?

Definition: A Headlight Modulator is a device that turns your motorcycle headlight into an attention-getter. It makes your headlight beam pulsate 240 times per minute during daylight hours. Modulators are legal in all 50 states of the USA.
You can find regulations for the US here and for Canada here.

You can also see a Quicktime video of a modulator in action Here.

They're available for headlights and tail lights both. The tail light modulator's activiate when you engage your brake. They flash for a preset number of seconds then go to steady burn like a regular brake light.

Seems like everyone would think you were flashing your lights at them, like to tell them to go ahead and turn, etc.

I saw some post on here at some point where someone used a kit or something to greatly increase the brightness of their headlight, does anybody know how I can do that? My headlight gives about as much light as a flashlight taped to the handlebars, I don't think it will help much when I start riding at night.

No, they flash fairly rapidly and often. It looks more like a police/fire/ems headlight flashing system (If you've ever seen those).

As for brightness, you ccould maybe replace your bulb with a new Xtreme White bulb(s).

Ive noticed some higher end cars have modulators and they modulate at night. It always gets my attention because I think a cop is pulling me over.

I find modulators annoying as hell... but I do notice them!

The real problem I have noticed, is that when there are flashing lights, normally people stare at them... which inadvertantly can cause said person to drive TOWARDS those lights.
