waitaminute, enduro light kits are street legal here?!?!

so it turns out all i need to make my XR200R street legal are the following:
1)enduro light kit
2) A DOT aproved rear tire
3) Can pass inspection (ie brakes, some other safety stuff)
Thanks to the kind lady who showed up at work today with a CRF250X with that kit on there to tell me
. Though it was in the back of her truck. But it did have a plate and she said it was insured. Something about her taking it an hour-ish south to ride the trails there and not wanting to take a 250cc dirtbike on the road that far.
Here I thought I'd have to spring the $425 for the dual-sport kit. Now it's that much for everything i need to do. (tires, trans rebuild, kick starter rebuild)
Basically, this would be soley to get me to work and back (6 miles there, speed limit 40mph) and that's it. Well, and some exploring down the road, places I'v been too afraid to go to for fear of getting caught by the po-po on an unreged dirtbike.
