How do you interpret flashing lights

Just curious as to what the general consesus is on street courtesy and high beam flashing. A friend of mine from California was suprised to see me flash my high beams to an oncoming car since I intended to let him go. He explained that in Cali, the opposite is done. The person flashing their lights is saying that they are going to continue.
Doesn't make sense to me that way (West Coast way) because then you run the risk of both you and the oncoming vehicle flashing and attempting to continue, which obviously doesn't favor any rider.
At least if both of you flash intending for the other to go, you'll both be stopped doing the "you go, no you go," thing.

here in SoCal it means you will go on and not yield.

Any idea on if and how common it is for both parties to flash at the same time?

Flashing headlights means there's a cop up ahead and you might get pulled over for speeding, so slow down.

Generally speaking it can mean three things here in my part of Pennsylvania. 1) At an intersection, you're yielding to the other vehicle. 2) Travelling behind a vehicle, it means you're going to pass them. 3) Travelling on the roads and meet a vehicle coming in the opposite direction, there is a cop behind you and in the direction that vehicle is driving.

In MA you dont use lights or turn signals you just do whatever the hell you want

That's how it's been everywhere I've lived, including California (northern).

what verm said... or, alternatively, that you are pissed off and wish you could blind the other driver....
