What do handlebar ends do?

I'm considering a bike that has heated grips and the bar ends are not installed. What do bar ends do? Are they necessary? [/url]

dampen vibration by adding weight to the end of the bars
Of course I'm generalizing from a single example here, but everyone does that. At least I do.

Thanks. So by adding heated grips, does it prevent the bar ends from being reinstalled?
