Unknown component

Hello all,
I picked up a 77 Honda CJ 360 T that has been sitting in a barn for 10+ years. I know that it needs a lot of work.
I cleaned the carbs and started to hook up a battery. With the key off I was getting large sparks from the battery leads when connecting to the battery. I knew instantly that I had a short. The resistance across the battery leads was only a few ohms. I traced the short down to a device that I do not know what it is or what it does.
It is a small black box with fins for air cooling. There are 3 or 4 wires coming out of it plus the shield wire. It is bolted to the frame with one bolt through the middle of the unit. It is mounted in front of the battery and to the rear of the carbs.
Anyone have an idea what this device is? I can post pictures if that would help.
