Scooter riders don't wave because they don't want to attract attention to themselves!

Scooter riders dont wave because they are trying to pretend to be like the harley guys

Scooter riders don't wave because the drag created by their arm being extended or raised will cause them to lose too much speed.

I don't have much room to talk as I ride a Honda Rebel....haha

As a serious reply, they have a case of tunnel vision. Might be a side effect of wearing jeans and a sweatshirt for "gear!"
