Oregon doesn't really have MSF courses, because the Oregon DOT only recognizes the "Team Oregon" safety course. This means that if I move to another state, which likely would only recognize MSF, I would have to take the MSF course in order to waive ride tests and get insurance.

If you have a motorcycle endorsement and move to another state you can usually get the endorsement "transfered" to your new license. You just have to ask when you transfer the license (and make sure they actually did it when you get yournew license).
California doesn't have MSF courses either because there is a legislated and highway patrol (CHP) defined state curriculum... but when you finish the CA state class you get both a certificate of completing the CHP safety course (form DL-389) AND a card saying you completed the MSF course and entitling you to an insurance discount. The CHP blessed the MSF curriculum verbatim so all the material is MSF.
