OK ive been sitting on this for 3 weeks now, im looking to take my MSF test, but i am not going to get a bike until march, should i take the test now or wait until april. The thing is im living in CT until october and to take the test out here is 195$, but in PA it is 385$, ill be saving my self some money?

What is 'test'? 
MSF is typically a class... the basic rider course is what people usually mean... and it is designed for people who don't have a bike. I didn't have a bike when I took the class... at least not one I could ride... I passed just fine.
Most people recommend taking the class before getting a bike.

Due to the cost difference I would take the test now in CT. However, if you have a PA drivers license most likey they won't accept a MSF certificate of completion from another state. Meaning you would have to take it again anyway in PA.
If you have a CT license and pass the MSF class be sure to go to the DMV and get your licensed endorsed. When you go back to PA they should accept that endorsement.

The "MSF" is Motorcycle Safety Foundation. You can go and take the written test for your learners at your local DMV any time. If you plan to move, I'd wait to do anything until you are re-located. The BRC is like, FREE to PA residents. A no-brainer.

If you are moving to Pennsylvania and becoming a resident, the PAMSP (MSF) BRC and ERC costs are covered by the driver's licensing. It costs $10 to apply for a motorcycle permit and $10 to renew your motorcycle license every 5 years. Here are some helpful links for more information on PA licensing and the PAMSP course.....
