How do you remove these riser bolts?

How do you remove these bolts? There doesn't look to be a way to do it underneath.

Are those just dress caps on top? If so, what do I use to get them out without tearing up the caps?

They are just plastic caps.

I use the blade of a knife to get in under them and lever the suckers out.

yeah plastic cap. another method is to wrap a flathead screwdriver with some tape so you wan't scratch anything.
