I am not certain what the vt is. What was the name given to the bike. Also check this link on amazon and see if what you are looking for is there.

Where was the bike originally sold? It is possible that the bike was never available in the US.
Do you have a Honda dealer that you can contact? They may be able to get a manual for you, or know where you can locate one.

What is the frame code? MC06? MC15? MC08?
The bike in the pic you posted looks like a VT250F Special Edition from 86.

The VTs, VT/Fs, VT/Zs and VTRs have similar lineage. If a specific manual cannot be found, you can more than likely use the manual from its kin. The manual I have for my VTR250 is from the Spada and is suppose to be spot on.
