how to id a hardtail frame

there is a local auction coming up on sat.(where bikes usually bring around 30 bucksf or a runner w/ no title) at this auction is a hardtail frame that has a springer fork (that has a wierd wrought iron-like twist on the forks), tank, and 70's style seat. it has a single down tube. the only obvious welds on it are where the hardtails are welded on. to me it resembles an old ironhead frame. but I admit I am a newbie and want to have a good idea of what it is since I was seriously considering just selling the parts on ebay. but i cannot find any sort of vin stamped on it anywhere, although it does have like 5 coats of paint (ugh). it does however have a state safety inspection for 74' from an east coast state.
it looks almost exactly like this, but with above parts (it is a roller)

im mostly trying to decice if it is worth trying to invest in this to try to resell online so I can buy another cm.

It may be an idea to throw the frame into a pick-up & show the local road/traffic authorities.

They will be able to advise you on your local requirements regarding the frames legality etc.
