NOOB

Will they let me purchase a bike without a license? My MSF class is on Dec.
I would like to purchase ninja650 so I could practice before the class.

I purchased my CBR without a license, they never even asked for one

I'd recomend not riding before taking the class.

You'll more then likely end up with a couple of bad habits that you'll need to unlearn, before you can learn to ride correctly.

i never heard of needing a lic to buy a bike.

i bought my my bike too before i got my lic and i rode it for month on a permit before i took the MSF since they were booked and i couldn't get an earlier class.

You'll "practice" the wrong stuff and could very well end up hurting yourself because you don't know the basics.

The class includes plenty of practicing. Wait til you take the class to go get the bike.

When I was learning, knowing what order to do things in was the hardest thing to figure out.

Do you take a class first? Buy a bike first? Get the permit? What is the best way to do it?

I don't think having an operator permit is a pre-requisite to owning any motor vehicle. Otherwise, why would uninsured motorist insurance be so common?
