I would not say this is a bad habit but more of a personal situation.
I tend to be the driver where I like to fiddle a lot. What if you get like a itch or something that is bothering your face, head, body somewhere while riding.
Its best to just stop the bike safely over the side, then to try and scratch or relieve it on the bike, right?
HELP!!!

you need to pay even more attention on the road on a bike.
be careful. if it bothers you then you need to pull over. don't take your eye off the road for more than a sec. especially, if you have a very fast bike.
one of my bad habit was i look at my gauge clusters a lot. it transfered to my riding.
i was able to fix it a little better when i covered my speedo. i don't cover my speedo anymore but i don't look at it as much as i used to.

I'm the same way, but my experience is that you are so focused on piloting the bike you don't notice any of that stuff. Your mind is more than sufficiently occupied.
Besides, bikes tend to be pretty stable at speed. They want to go straight. You can scratch an itch without much issue.

To be honest I'd have a hard time reachin my skin...
Abnd as the man says you get so focused on the bike that you forget your physical condition...

heh, if I ride, I don't even get the luxury of removing a hand from the bars to stratch an itch
Really though, controling the bike takes priority. You'll get acustom to ignoring the small things. But should you need to devote your attention to scratching or whatever, first focus on the getting the bike safely to the side before doing what you gotta do.
If you ride a lot you might eventually encounter a bee or insect that flies up into your helmet that you might need to remove. So, does you no good to crash trying to get it out. Stay calm and pull over.

You just need to learn to ignore those pesky little itches and they will go away. Of course if it's really annoying, by all means, pull over and take care of it if possible.
I especially hate the ones that are right on the top of my head!

If it's easily reachable with my left hand. I just wait for a straight section of road and scratch it.
This time last year I was fighting some crazy condition where my skin turned bright red from head to toe, started flaking of, and was unbearably itchy. I learned a lot of interesting ways to scratch the itch while going down the road. For an itchy lower right leg, the passenger footpeg works great
