Is there an electric scooter or motorcycle that can reach 70mph with a range of 40 or so miles?

Not one commercially viable (low cost and lightweight). You can check out CFMOTO on their motorcycle-like scooters getting 70mpg and tops out at 65 - 70 mph. All petrol driven mind.
One thing you can count on: You push a man too far, and sooner or later he'll start pushing back.
