Check your state's laws there.
Earbuds work best, or you CAN get in helmet speakers, depending on who makes your helmet. I know some HJC's have little pockets in some of their full face helmets for just this.

One of our members sells helmet speakers, but I'll be danged if I can remember her name... Someone will pipe up and tell me her name. I believe she's rides in a custom side car on a Ural...

It must be legal or all the intercoms would not be. I use earbuds attached to a mp3 player. There seem to be some common sense prerequisites for the earbuds to work:
1. Quiet exhaust;
2. Quiet helmet;
3. Reasonable speeds.
If you try to drown out noise with earbuds you'll quickly do deaf. I've heard of earbuds that also act as attentuating earplugs but I've never been able to find any.

Shure has a line of earbuds that double as earplugs(i'm wearing mine right now), but the price is pretty steep. Supposedly you could go to a number of places and have your earbuds molded into custom earplugs, but i've never tried that.

Sony, Creative, Boss, Koss, iPod, and several other manufacturers all make headphones that operate under the same principle as the shure's. But at a fraction of the price, though not quite the same quality.
Then again, if you want high quality music you wouldn't be listening to it inside a helmet.

If you're a riding newbie, I would hold off on the music for a while. It's just another disctraction you don't need while building your riding skills - changing the song, adjusting the volume, isolation from noises around you.
That said, I use Koss "The Plug" earbuds and love riding with tunes.

In MD helmet speakers are illegal. Just because they're SOLD here, doesn't mean they're legal here.
