Question about clutch in and freewheeling

My bike...in first gear...clutch in..NOT running, will not move. Turn on the bike and it will move in first gear clutch in.
I never knew this was a problem. A friend of mine said it should be checked.
So, should I be able to move the bike in gear with the clutch in when not running?

My experience with several bikes is if the engine is cold, it is not possible to move the bike unless it's in neutral, even if the clutch is pulled in. But if I've just shut the bike off, and the oil is still hot, the bike can be moved in gear with the clutch pulled in.

Haha... when I saw the topic title, "freewheeling" I thought you were going to be asking how to do stunts!
