99 kawasaki transmission trouble.

when i get on the throttle hard in second gear it feels like something is slipping inside the tranny. It only happens in second gear, and only happens when i get on the the throttle hard. Do the input and out put sprockets for 2nd need to be changed?
any help will be appreciated

Sounds like something in the clutch to me. Things in the transmission don't 'slip' without the unmistakeable sound of breaking metal.

the best way to describe the sound is like the bike is downshifting on its own, then it surges forward then slips again.

By 'downshifting', do you mean the rpm's rise or the tranny mechanisms clunk?
Then the bike accelerates hard? Then it stops accelerating but the rpm continues to climb? And all this in one gear and only that one gear?
If so, I would say your clutch is slipping.

actually it keeps repeating the process if i don't let off, the rpms will climb and then clunk speed up, then it will just keep doing that if don't shift or let off.

I would guess your clutch is slipping and grabbing.
What you called downshifting (like an automatic tranny in a car?) doesn't happen on a bike or any other manual transmission. That sorta points to the clutch as the problem area.
