Not getting power at fuse block. 76 CB500T

Im only getting power at the main 15A fuse and then at the 7A head fuse when the key is turned. What is going on here? What could be bad between the batt and the 3 inches to the fuse block?
The only lights that work on the bike are the brake light and the tach light. The neutral light did work but decided to "poo poo" the bed
