Wet Black spark plug?

Only one of my spark plugs is coated in a wet black liquid. Im guessing unburnt fuell because the other spark plug looks perfect. What am I looking at guys? A spark problem or worse?
Then engine was running but rough a few nights ago. The Clymer says to simply switch to a hotter plug.

Before you change to a hotter plug you need to figure out why one side isn't firing. That side is being flooded with unburnt fuel or that plug isn't firing and you need to correct that first.

It could gas from rough running or it could be oil. If the plug was gummy that may be why it isn't firing.
I'd replace the plugs and keep an eye on them. You may have a bad spark plug wire leading to missed firing, leading to a fouled plug.
Do you have a single carburetor, or two?
It could be many other things.
Don't change the plug temperature until you know what is going on.
