My loathing for New Jersey doesn't come from being a Manhattanite -- both because I'll be a Brooklynite before much longer and because I don't really think of myself as a New Yorker...
it comes from the fact that I'm from Delaware, where our state motto is "at least you're not in New Jersey!" course, that's south jersey.

Funky system in NY. In NJ the course adds a MSF endorsement to your permit on the spot. In NYS there is a third wheel bureaucratic organization called MANYS (Motorcycle Association of New York State) which 'oversees' the schools which offer MSF courses. Apparently the DMV didn't trust or simply didn't want to deal with the individual schools and so they require this entirely separate private contractor to supervise the schools.
The school mails a form to MANYS.
MANYS mails a form to Albany.
Albany mails me the waiver.
There's a reason they call New York a 'slow paperwork state.'
