Probably a tuned 250cc (or 500cc) two-stroke, like found in an Aprilia RS250, Kawa KR1-S, or Suzuki RGV250.

The RS250 put out 240bhp per litre.

You planning on bulding something?

Why do you care?

While a high hp/displacement suggests advanced engineering, it usually means the power is concentrated in a narrow powerband which can hamper usablity.

If your considering th hp/weight for the entire bike, its a design priority for every sportbike. I haven't looked at the stats but the new Hayabusa might have the top hp/weight at the moment.
