pocket bike stalling

hey, i have not posted in a while, caught up in school and unfortunatly no new info on my bike, took the carbs off to clean, and have not put them back on yet, and it has been like 2-3 months now
ANYWAY
the reason i am posting is for a friend, he has a pocket bike that dies whenever you give it too much gas, if you do it suddenly or slowly, once you hit a certain point on the throttle the engine just p00ps out. sometimes if you let the bike sit idle for a while you can give it full throttle for a little bit. he cleaned his carbs the other day, and no improvment. any help greatly appreciated.
OH and it is a 2-stroke engine, he mixes the oil in with the gas, im not sure the exact ratio he uses tho.
