Do you mean the steering lock?
You should be able to push the key in while moving the bars a little until the key turns, if you mean the steering lock. You have to move the bars while gently turning the key to find the exact spot where the key will turn.
Good luck...

Many fork locks don't get used often so they build up corrosion and dirt. So they are hard to unlock. Shoot some WD-40 (or your favorite alternative) into the ignition switch and on the locking mechanism itself. The lock mech. will be under the top triple clamp and will be some sort of lever, pawl or shaft that engages a tab welded to the head tube of the frame.
Then try the wiggle-and-unlock thing again.

What Buzzz said. Except that on some bikes the lock is on the frame and ingages the neck bolt or tree internally to lock. (some newer bikes use a solenoid to engage lock rather than a key) If you cannot get loose there are two alternatives drill and remove tumblers and replace yourself (if replacement tumblers are available) Take to lock smith.
