Plastic/Rubber Removal from Fender? Suggestions?

This is more of a maintenance question so I'm sorry if it is not categorized properly.

I returned to my bike (Suzuki VL800/C50) the other day to find that someone had backed into it. In my inexperienced opinion it looks to me like there is rubber/plastic from the jerk's bumper on my front fender. The fender is blue plastic with a gray second-tone decal in the center. The rubber/plastic from the bumper is on both sections.

SO my question is this: Is there a solvent that anyone would recommend to strip off the white rubber/plastic without damaging the fender? Has anyone had a similar experience? Any suggestions would be greatly appreciated.

I've used both WD-40 and brake cleaner to remove tire rubber from painted metal. I've never used either on painted plastic. I'd try the WD-40 on the underside of the fender or back of a panel to make sure it doesn't damage the plastic/paint first, then try it on the marks.
