Rear drum adjustment.

I'm trying to change the angle of my rear (drum)brake pedal, it's twice the recommended height and could be more comfortable. Changed the angle okay, but now theres no play at all(should be about 2cm) on the brake, and theres no adjustment space left on the thread leading to the actual brake linkage?
Is it a) the previous owner fitted a new brake shoe and it needs to wear down a bit before adjustment is possible, b) there's another adjustment that can be made or c)other??!
Any help would be much appreciated!
(It's a GZ125 Marauder 2003 by the way)
