cleaner for crome spoke rims

Bike is '07 with 5K miles.

I must have left some grease/tar on the front and rear rim last fall. Only on the front rim (now with bug and tar remover) I can get most of it off but not all. What's left I cannot scrape with my finger nail off or even make a mark with it.

Is is possible that the road grim just hosed up my front wheel chrome? Rear rim looks as good as the day I bought it with just bug and tar remover.

Suggestions on other cleaners to see if the chrome itself is damaged or is it just needs stronger cleaner?

mothers chrome cleaner.

I use wd-40 for putting the bike up for the winter because it keeps the chrome from rust pitting.
