Scooters usually have CVTs instead of "proper" transmissions.
Rollers are a part of most of those tiny CVTs.

It sounds like your scooter has 'heated' carb, common on snowmobiles here, but probably to cool the carb if it sits in the dark, hot cavity I imagine it is in on most scooters. If those were vacuum lines, and they were somehow wrongly connected to the cooling system, the engine would suck so much coolant in it wouldn't run. Not for more than a few seconds. So those coolant lines must be there from factory.
Sounds like you could use a good shop manual for your scooter. It will describe all these things, and show pictures, for your machine. They really are the best tool for any bike, for every person who works on it too.
If your scoot uses a belt in the CVT and not a chain, a worn/burnt belt can act like the way you describe your scooter. So can bad rollers in the CVT. I wouldn't advise tearing apart your CVT clutch without a manual. It will contain some pretty powerful spring pressure that can hurt you if done wrong.

No Witnesses....
