Some bike repairs (throttle, brake pedal, chain)

Hey, my friend bought this Ninja from a friend of his. We are thinkin about gettin it up and running, but we first have to make some repairs. The throttle on the right hand control sticks. I'm not sure if this was done on purpose or not...but whats involved with fixing that? When i say it sticks when you pull it back, it just stays and doesn't move back to it's stationary spot. And if i were to take the bike somewhere to have it done...anyone have an estimate around how much it would cost?
The brake pedal sorta snapped off, my guess is the old owner dropped the bike or something...i'm told that isn't too much to fix.
The final thing is the chain may need to be replaced...this hasn't been advised to me just because the bike has been dormant for a while and there is a little rust on the chain, not sure if just maybe applying some lube would do the trick. But anyway, to whoever has read this thanks for checking it out, and any feedback would be great.
